Covid-19 Test Regulations and Chinese Customs Requirements for Long-haul Flights From/To China Mainland

All passengers are kindly asked to immediately get in contact with their ticketing agency or Austrian/Lufthansa/SWISS Service Center to check if the itinerary bound for China Mainland provides enough time to obtain necessary documents and codes in the originating and transfer country to avoid any denied boarding.

To reflect the new dual Covid-19 test regulations and Customs requirements by the Chinese and German authorities, the following steps are mandatory by the passenger to board a flight from/to China Mainland via Germany.

  • For a Lufthansa long-haul flight from Germany to China Mainland two Covid-19 tests (PCR and IgM antibody test within 48 hours before departure) plus a Green HS Code (Chinese Citizens) or a Green HDC Code (Non-Chinese Citizens) are required to board the aircraft. In addition, a Red Chinese Customs Entry/Exit Health Code (at the day of departure) is required to board and deboard the aircraft.
  • In case of a cross-border feeder flight to Germany:
    • Passengers must take two Covid-19 tests and apply for the Green HS code or Green HDC code in BOTH countries (country of origin and transit country)
    • Passengers can reuse the PCR test certificate of the HS/HDC code application, to comply with the German Covid-19 test regulations. Because the sampling collected 48 hours before boarding a flight to Germany (CN regulation) is more restrictive than 72 hours before schedule time of arrival in Germany (DE regulation).
    • The HS/HDC code of the origin country and a Lufthansa boarding pass (LH720/LH728/LH780) is required to obtain a Covid-19 test at the transit test center at Frankfurt Airport.

Important notice:  

  • Check frequently the announcements for the latest updates of the Chinese Embassy/ Consulate in the origin and transit country. Especially, to receive a green HS/HDC code, carefully check if:
    • transit in a third country is allowed in case of an existing direct flight between the origin country and China Mainland
    • additional PCR or IgM antibody tests together with  medical certificates are needed (e.g. lung CT or X-ray) due to a healed Covid-19 infection in the past
    • vaccination card or certificate is needed, due to a received Covid-19 vaccination
    • pre-flight quarantine in the origin country before traveling to China Mainland is required.
  • Check frequently the announcements for the latest updates of the Department of Interior and Department of Health of your transit country and the country of your final destination.
  • Check the entry and visa regulations carefully which applies for your nationality for the transit country.

  • Plan enough time to obtain and validate the two Covid-19 tests by the Embassy in the transit country (including waiting time).
  • Timing:
    • In general, the validity period of 48 or 72 hours of the negative Covid-19 test certificate is based on the sampling time (swab / blood collected). 48/72 hours are calculated within the same time zone.
    • To comply with the German authorities: For example LH729 departure time on Wednesday, 23th June 23:50 CN local time: The sample (PCR, LAMP, TMA) has to be collected no earlier than on Monday, 21st June 11:30 CN local time which is within 72 hours before the scheduled time of arrival in Germany on Thursday, 24th May 11:30 CN.
    • To comply with the Chinese authorities and to apply for the HS/HDC code: For example LH728 departure time on Wednesday, 23rd June 22:05 DE local time: The sample (PCR and IgM antibody) has to be collected no earlier than on Monday, 21st June 00:01 DE local time which is within 2 days before boarding the aircraft bound for China Mainland. 48 hours are considered as 2 calendar days.
  • All passengers (adult, child and infant) regardless of the age need Covid-19 tests including the respective HS Code or HDC Code. If an exception for infants applies by the local Chinese Embassy, an official written proof by the Embassy is mandatory at boarding.
  • Red Customs Entry/Exit Health Code is valid for 24 hours and needs to be requested earliest 24 hours before arrival in China Mainland or departure from China Mainland. Keep a screenshot of the red Customs Code in case no mobile phone reception is available after arrival.



Examples

  • A journey Zagreb via Frankfurt to Shanghai requires a PCR and an IgM antibody test in Croatia within 48 hours before departure in Zagreb plus a Green HS Code or Green HDC Code by the Chinese Embassy in Croatia. On top, the passenger requires a PCR and an IgM antibody test in Germany within 48 hours before departure in Frankfurt plus a Green HS Code or Green HDC Code from the Chinese Embassy in Germany. Additionally, the passenger requires a Red Customs Entry/Exit Health Code at the day of departure in Frankfurt, earliest 24h before landing in China Mainland. The passenger can reuse the proof of a negative PCR test of the HS/HDC code application to comply with the regulations by the German authorities, because the sampling collected 48 hours before boarding a flight to Germany (CN regulation) is more restrictive than 72 hours before schedule time of arrival in Germany (DE regulation). 48 / 72 hours are calculated in the same time zone.
    •  4 Covid-19 tests in total (2 in the departure country, 2 in the transit country) + 2 HS/HDC Codes (1 in the departure country, 1 in the transit country) + Customs Entry/Exit Health Code

  • A journey Hamburg via Frankfurt to Nanjing requires a PCR and an IgM antibody test in Germany within 48 hours before departure in Hamburg or Frankfurt, plus a Green HS Code or Green HDC Code from by the Embassy in Germany. Additionally, the passenger requires a Red Customs Entry/Exit Health Code at the day of departure in Frankfurt, earliest 24h before landing in China Mainland.
    • 2 Covid-19 tests in total (2 in the departure country) + 1 HS/HDC Code + Customs Entry/Exit Health Code
